Better Streets

I live in the neighborhood directly across from OCCC (Meadowcliff). 3/4 of the neighborhood got repaved as part of the Better Streets program, but the 1/4 that I live in didn't. Would anyone know a reason why they would skip 1/4 of an entire neighborhood, or know of anyone I can contact to ask why?

I know someone that was on the sidewalk committee that said everyone that showed up and made a case for their project/area, generally got what they wanted whereas those that didn't show up often didn't. Not sure if it generally goes that way for streets as well or not.
