Apartments or Condos on SE 15th Between Westminster and Anderson

There's a big housing complex being built next to the assisted living center on SE 15th. I know there's some housing growth toward the east - but a big apartment complex? I'm sure there was a lot of research done before building it but it really looks out of place. Can someone give me a clue? Thanks.

im not sure what the question is here. Yes there's a quite large apartment complex going in there. As more housing goes in any area, eventually you see apartments go up as well. There are very few out in that area, so i would imagine that it's a need that will now be met.
