The Cherokee Turnpike was built to bypass a dangerous section of SH-33 that ODOT couldn't find the funding to address. (That old section of SH-33 is now US-412 Alternate.) The I-44 turnpikes bring in the bulk of the toll money, and they subsidize the other, lower-performing turnpikes.
