$400,000 in public money for a new call center.

The Company plans to add 224 new jobs in Oklahoma City over the next five (5) years. These jobs
reflect a new business presence in Oklahoma City by the Company. The average wage of these
new jobs is estimated to be $46,210. After evaluating options for the location of this business unit,
the Company has decided to lease an existing building in Oklahoma City due to the efficiencies
and infrastructure of this location, along with the quality of the local area workforce, and
availability of state and local business incentives.
Signify Health (“SGFY”) is a leading healthcare platform that leverages advanced analytics,
technology, and nationwide healthcare provider networks to create and power value-based
payment programs. Their mission is to transform how care is paid for and delivered so that people
can enjoy more healthy, happy days at home. Their customers include health plans, governments,
employers, health systems and physician groups. They are a market leader in two fast-growing
segments of the value-based healthcare payment industry: payment models based on individual
episodes of care and in-home health evaluations (“IHEs”). Payment models based on individual
episodes of care bundle payments for all, or a substantial portion of, services received by a patient
in connection with an episode of care, such as a surgical procedure, particular condition or other
reason for a hospital stay. IHEs are health evaluations performed by a clinician in the home to
support payors’ participation in Medicare Advantage and other government-run managed care
plans. What differentiates Signify Health's technology is the speed in which they can collect and
analyze their client's critical data. They currently have more than 2,000 employees across two call
center locations (Dallas, TX and Rapid City, SD), with corporate offices in both Norwalk, CT and
Dallas, TX. This new location will be a call center operation primarily comprised of their Member
Engagement business unit, under the Home and Community Services Division.

This is their call center in Rapid City. It actually employs 360 as opposed to the projected 224 in OKC.

I've always been curious how the average wage gets figured and what all employees get thrown into that average. I wouldnt doubt that the CEO or other higher ups get their salary thrown into the average becuase no way are call centers paying phone workers $46,000, are they?

That average wage number only includes OKC employees.

By the time you throw in managers and benefits, that's where you get to $46K. I would expect the salaries paid to most of the employees is well less.

They have to step up their pay scale to find employees. I met with a large insurance employer last week who is re-evaluating their pay scale. They were starting entry level jobs at 42k and still having trouble with retention. All the large insurance companies are hiring away from each other.

The amount likely will change, so this might be an amount to secure incentives. Once they start hiring people, they can always try to get more when they pay more. Seems fair to both sides, and prudent on their part.

The incentives are directly tied to the number they actually hire and the related compensation.

And they are usually paid out in installments, so if the contracted numbers aren't met, they do not get the funds.

This is from a job incentives fund, which is different than TIF.

DALLAS & NEW YORK — December 1, 2021 - Signify Health, Inc. (NYSE: SGFY), a leading healthcare platform that leverages advanced analytics, technology and nationwide healthcare networks to create and power value-based payment programs, today announced plans to open a new service center in Oklahoma City in February, 2022. Oklahoma City joins Dallas, New York City and Rapid City, SD as a regional hub for Signify Health employees who work on-site and remotely. The Company expects to create more than 200 new jobs in greater Oklahoma City and is actively recruiting to fill 50 roles to start in early February.

“We are very excited to welcome Signify Health to Oklahoma City," said Oklahoma City Mayor David Holt. “Beyond the jobs they are bringing to Oklahoma City, Signify Health is an innovative company that will add to our community’s diverse healthcare fabric. This announcement is just more proof of the positive momentum happening in Oklahoma City right now.”

Named one of Fast Company’s Most Innovative Companies of 2021, Signify Health works with health plans and healthcare providers to support their work to achieve better health outcomes for those they serve. This includes connecting people across the country with doctors, nurses, and social workers to improve healthcare quality and access.

“The millions of people we are privileged to serve each year want to do more in and around their home to manage their health, and those who join us will be central to helping them do that,” said David Pierre, Chief Operating Officer at Signify Health. “When talking with city and state officials, it became clear that Oklahoma City is home to people who have the right mix of qualifications for Signify Health, but as importantly, also have an interest in opportunities to work at purpose-driven companies like ours. We are delighted to now also call Oklahoma City home,” he added.

Turner & Company is leading the build-out of Signify Health’s new 25,000 square-foot office space at 5400 E. Memorial Road. This design approach is similar to the Company’s Dallas site, which has been recognized for its healthy workplace. The eco-friendly office will be fitted with a geo-thermal HVAC system, LED lighting, as well as collaborative work areas and meeting rooms to form “workplace neighborhoods.”

“Our community provides Signify Health with the talented workforce and business climate to continue its impressive growth,” said President & CEO of the Greater Oklahoma City Chamber Roy H. Williams. “We look forward to partnering with Signify Health for years to come to ensure they grow in Oklahoma City.”

There is a proposed apartment complex in the immediate area that is apparently in Edmond city limits. Surprise surprise, per a nextdoor post the fine citizens of Edmond are naturally gathering together to oppose such a horrible concept so whether it gets built or not is anyone's guess. They have been working on something else east of I-35 in this area as well for over a year now.
