Bike racks going in a Joe B. Barnes Regional Park?

I was passing by and noticed some new work being accomplished on the east side of the park, facing Douglas Boulevard. The project appeared to be bike racks, but I was driving by and didn't have enough time nor the angle to confirm. And seeing as how I no longer live in that area, I probably won't pass by for a while. So are those new bike racks being installed?
