They've been excavating a fairly large area and have a portable batch plant set up sw of the KPT/NW Expressway interchange. Does anyone know what might be going on here?

It will be storage units.

I hope they are putting utilities to the land on both side of NWE and west of turnpike. I have 80 acres on both sides and am hoping utilities will surround the property.
