Due to increased population, yes. Climate change, no. Water is a finite resource, in either a frozen, liquid or gaseous state, and no amount of climate change will result in it leaving our planet. The challenge is making more of it potable, and transporting it to those in need.

What? Read up on flood and drought patterns under a 2-6C temperature increase. Climate change is most definitely a large factor in the availability of water.
