So apparently the Lawton Economic Development Authority votes 5-1 against the TIF district, citing concerns about raiding tenants from the 2nd Street development, then the City Council flips that around and voted 6-2 in favor of a TIF district on the far western side of Lawton for a new Target development.

Lawton is certainly proving to be an interesting case study in how a city can debate the merits of two different developments, opposite sides of town (as if they're competing), and let the debate rage on for an entire decade without a spade turning on either project.
