No one has claimed the Census is targeting Tulsa. Just discussing a pattern that occurred during the last estimation cycle leading into the 2020 census.

This is what I could find from the Census. Tulsa and OKC metros combined for 250,561. The rest of the state losing population brought the state's total population gain down.
