With so many businesses closed for an extended time the loss of sales tax for cities and the state is going to be drastic. I wonder how in the world will city
budgets and the state adjust to adjust for such loss?

Low oil prices are going to impact things even more dramatically. With a huge drop in production, the income the state typically generates from Gross Production Tax is going to take a huge hit.

Barter, gold and scrip.
Barter on a very large scale always requires someone to set trade prices. Bilateral trades may work on small limited things, but only for things that have personal value. Establishing whole barter systems have been tried multiple times and always fail...usually because of greed or incompetence of the system managers.
