Might be some HIPAA violations as well since patient names are still visible.

FYI: It was the Arkansas river. The headline should've read "an Oklahoman River" since there is a "Oklahoma River."

Completely bizarre someone thought this would go unnoticed and that they won't eventually be identified.

It appears now that it may have just been an individual, instead of a private company, who did the dumping.

Police may have caught person who dumped medical waste into Arkansas River | KFOR.com (http://kfor.com/2015/03/17/police-may-have-caught-person-who-dumped-medical-waste-into-arkansas-river/)

This gives no indication about a motive.

They caught him stealing about 100 used needles today out of a Tulsa hospital..... what the heck is he doing this for ? The news tonight reported the culprit is from the town of Ralston, which is where most of the hazards were found.

Could be a drug addict stealing sharps containers so that he oculd look through them for any traces of narcotics, and then just dumping the containers when he found (or didn't find) what he was looking for.

Ah, but this presumes thought was actually involved in the process. Not always the case.
