I know that the south side is known for a more latino populous but are there any areas that specifically outline and give this area a name?

Would the area benefit more from an identifiable district that could also be noted as a tourist attraction? (Think Asian District, but Latino of course.)

The Capitol Hill area. It's not specifically marketed as a Latino district, but it's where all the signs stop being in English.

The Youngs-Englewood area further down NW 16th is also heavily Guatemalan. The inner south side is primarily Hispanic and any major corridor like 59th of 44th or Western is lined with signs in Spanish. Capitol Hill is obviously the "downtown" of the south side.

The Greater Oklahoma City Hispanic Chamber of Commerce is on 33rd & S. Western, just south of Commerce (Capitol Hill).

Seems to be a very large spread area. Could it be defined by boundaries?
