"Kelly Avenue

The street will be widened to a four-lane divided roadway with left turn lanes at all public streets and a traffic signal at Kelly and Prairie Village Drive, which will be a new entrance to J.L. Mitch Park, Mathis Skate Park and Cheyenne Middle Schools, said Tom Minnick, city traffic planner.

This project consists of installing fiber optic cable and replacing the traffic signal cabinets and controllers and associated signal equipment at 22 intersections from Santa Fe Avenue, east to Saints Boulevard in order to bring them into compliance with the National Transportation Communication for Intelligent Transportation System Protocol (NTCIP) standards. The project will also include installation of wireless radios at four of the city water towers. These intersections will connect to the Traffic Management Center via fiber optics and wireless communication network.

The estimated construction cost is $2,700,000. The funding split will be 80% Federal funds and 20% City funds. The anticipated start date is in the fall of 2013''

''Kelly, north of Covell to south of Coffee Creek
The Kelly Avenue parkway road construction project will begin Wednesday, July 17, 2013. The Kelly Avenue widening will start approximately 1000 feet north of Covell and will continue north to a point 350 feet south of Coffee Creek. The street will be widened to provide a four-lane divided roadway with left turns at all public streets. There will be a new traffic signal light at Kelly and Prairie Village Drive which will also serve as an additional access point into Mitch Park, Mathis Skate Park, and Cheyenne Middle School. The project also includes street lighting and landscaping. There will be 5 foot wide sidewalks on both sides of Kelly.

The first phase of the project is to construct a new bridge just south of Coffee Creek adjacent to the Coffee Creek Golf Course. This will require the closing of Kelly Avenue to through traffic. Local traffic will have access to Hunters Pointe, Hunters Creek, Prairie Village and Coffee Creek Additions from the south end of the project via Covell, while the Villas at Hunters Creek Addition and the Coffee Creek Golf Course will have access from the north end of the project via Coffee Creek. It is anticipated that phase one will require 125 days to complete at which time the road will re-open to through traffic while work on the rest of Kelly will proceed. Formal detour route signs will be posted.

The Oklahoma Department on Transportation (ODOT) awarded the project to Duit Construction Company of Edmond in the amount of $5,934,304. Project funding is 80% federal funds and 20% city funds. ODOT will administer and inspect the project. Edmond will have personnel available on the job site as necessary. The total project duration is 250 calendar days.

Periodic lane closures may be necessary for some of the construction activity. Motorists are advised to use extreme caution and obey traffic signs and flagmen while traveling through the work zone as workers and equipment will be present''

2014 Construction Projects

33rd and Broadway
This project will provide for dual southbound and westbound left turn lanes, a single eastbound, westbound and southbound right turn lane. The entire intersection will be reconstructed in concrete pavement. Signal light modifications will accommodate the changes in lane configurations.

This project is part of the 2000 Sales Tax Improvements. The estimated construction cost is $4,936,296.62. The funding split is 60% Federal funds and 40% City funds. The anticipated start date is summer/fall of 2014.

2014 School Zone Safety Improvements
This project will include school zone safety devices at locations not yet determined.
This project will be funded with 100% City funds estimated to be $60,000.00. The anticipated start date is summer of 2014.

"Share the Road" signage project
This project will install traffic signs to warn motorists to watch for bicycles in the roadway.
The signs will be posted on Boulevard from Clegern to the south City limits and on I-35 Frontage Roads from 2nd St to the south City limits. The project will be funded with 100% federal funds in the estimated amount of $86,700. The anticipated start date is summer/fall of 2014.

Future Construction Projects

The following projects are under constant review and may be moved up or down in the scheduling depending on availability of funding and local priorities.

Danforth Widening, Thomas to Fretz & Thomas Widening, Danforth to Covell
This project will widen Danforth to a five lane roadway with a left turn lane into Edmond North High School and widen Thomas to a three lane roadway with turn lanes into both the North High School as well as John Ross Elementary. The project includes a signal light at Danforth and Thomas.

The City will apply for 80% Federal funds with 20% City funds. Estimated construction cost is $4,890,628.85. The anticipated start date is unknown at this time.

Covell Widening, Fairfax to I-35 Southbound on/off ramps
This project will widen Covell to a four-lane divided roadway. There will be a section of widening east of Sooner six lanes wide to accommodate future commercial development. There will be left and right turn lanes at major commercial driveways. The project includes street lighting and a signal at Sooner and Covell.

Estimated construction cost is $10,455,267.77. The City will apply for 80% Federal funds with 20% City funds. The anticipated start date is unknown at this time.

15th and Broadway
This project will evaluate the existing lane capacity to determine where additional lanes are needed. Signal light modifications will accommodate any changes in the lane configurations. This project is part of the 2000 Sales Tax Improvements.

The estimated construction cost is $495,939.00. The funding split is 72% Federal funds and 28% City funds. The anticipated start date is unknown at this time.

33rd Street, Coltrane to I-35
This project consists of widening 33rd Street to provide for a four lane divided roadway with left turn lanes at the side streets. The center median will be landscaped. The project will also include multi-use paths/sidewalks.

This project is part of the 2000 Sales Tax Improvements. The estimated construction cost is $3,911,046.26. The funding split will be 80% Federal funds and 20% City funds. The anticipated start date is unknown at this time.

Danforth and Kelly
This project will widen the intersection to a four lane divided road with dual left turn lanes and separate right turn lanes. The project extents will be approx 1400 feet east, west and south and 500 feet to the north.

The estimated cost is $4,613,253.79. The City will apply for 80% Federal funds with 20% City funds. The anticipated start date is unknown at this time.

Covell, Santa Fe to West City Limits
This project will widen Covell to provide for a four lane divided roadway. There will be left turn lanes at all side streets. Covell will also include street lighting, bike paths and landscaping. Several new bridge structures will be required at the Santa Fe intersection.

The estimated construction cost is $5,500,000. The City will apply for 80% Federal funds with 20% City funds. The anticipated start date is unknown at this time.

Kelly, Coffee Creek to Waterloo
This project will widen Kelly to a four lane divided roadway with left turn lanes at all side streets. The mile section from Sorghum Mill to Waterloo will not be divided. A signal light will be constructed at the intersections of Coffee Creek, Mesa Trail (Cross Timbers Elementary School), and Sorghum Mill Road. The project will also include street lighting and landscaping from Coffee Creek to Sorghum Mill.

The estimated construction cost is $7,000,000.00. The City will apply for 80% Federal funds with 20% City funds. The anticipated start date is unknown at this time.

Sooner Road Bridge Replacement, 0.6 Miles North of Covell Road
This project will replace the existing bridge with a four lane bridge with sidewalks on both sides of the bridge and a trail underpass on both ends alongside Coffee Creek to accommodate the trails system.

The estimated construction cost is $2,158,434.38. The City will apply for 80% Federal funds with 20% City funds. The anticipated start date is unknown at this time.

2nd and Bryant
This project consists of adding dual left turn lanes for all four directions as well as a single right turn lane for all four directions. New signal lights will be included. This project is part of the 2000 Sales Tax Improvements.

The estimated construction cost is $3,811,731.86. The funding split and anticipated start date is unknown at this time.

33rd and Technology Dr.
This project will add left and right turn lanes on 33rd Street as well as a new signal light.

The estimated construction cost is $2,250,000.00. The City will apply for 80% Federal funds with 20% City funds. The anticipated start date is unknown at this time.

Phase 2, Intelligent Transportation System Broadway, Danforth, Covell, Santa Fe Corridor Project
This project consists of installing fiber optic cable and replacing the traffic signal cabinets and controllers and associated signal equipment at 26 intersections on Broadway - 9th to Comfort, Danforth – Boulevard to Sherry, Santa Fe – Covell to Danforth and Covell – Broadway to Marilyn Williams in order to bring them into compliance with the National Transportation Communication for Intelligent Transportation System Protocol (NTCIP) standards. These intersections will connect to the Traffic Management Center via fiber optics and wireless communication network.

The estimated construction cost is $2,947,625. The City will apply for 80% Federal funds with 20% City funds. The anticipated start date is unknown.

Covell, Broadway to Fairfax
This project will widen Covell to provide for a four lane divided roadway where possible. There will be left turn lanes at all side streets where possible. Covell may also include street lighting, 10 foot wide multi-use paths/sidewalks, and landscaping.

The project is currently under design however, no construction funding is identified at this time. The estimated construction cost is unknown at this time.

I really wish Edmond would tackle more than one road project at a time. When I say road project, I mean a REAL one. It would be nice to see them just widen the entire stretch of Covell and get it done with. They don't need to do every listed project at once, but it would be awesome if they would do about 3-4 at a time.

Work to resurface a one mile section of Bryant Avenue is slated to begin Monday, September 16th. The project is expected to take a maximum of seven working days to complete.

The area of Bryant Avenue to be resurfaced is from Danforth Road to Covell Road. The road will remain open during this time, but motorists should expect intermittent lane closures.

This resurfacing is part of the scheduled 2013 Mill & Overlay projects for the City of Edmond. Atlas Paving is the contractor for the project"

As far as everything goes in post #7, if Edmond is going to be the first real metro suburb to go bicycle friendly, I'd advise them to go ahead and make these new streets wide enough to accommodate a painted lane for bicycle traffic. Those "Three Feet, It's the Law" signs don't do crap for cyclists...

As far as everything goes in post #7, if Edmond is going to be the first real metro suburb to go bicycle friendly, I'd advise them to go ahead and make these new streets wide enough to accommodate a painted lane for bicycle traffic. Those "Three Feet, It's the Law" signs don't do crap for cyclists...I agree, and the new Covell has more than enough room to add a bike lane lane and still keep ROW for to widen it to 6 lanes years and years down the road.

While PluPan created this thread for actual planned or currently under construction road construction, I figured this would be a good spot to put this without creating a new thread. My thought is, how can we ease traffic at 33rd & Broadway? I'm not the best artist, so I visualize using MS Pain-t. Anybody think Edmond would ever consider doing a Single Point subUrban Interchange? I think this location would be perfect for such an item.

Note the single white non passing line for thru cars. Not enough room to show on my rendering, but a 500 ft. additional right turn lane could be added for both northbound and southbound traffic and the center lane can be a turn either way or go straight lane, kinda like Meridian northbound at NW Expressway. Anyway, this is the most horrendous intersection in Edmond at anytime of the day, albeit overnight hours. The center median landscaping would stay as is north of where Broadway straightens out to a compass north/south alignment.

Danforth Railroad Crossing Remains Closed

Burlington Northern Santa Fe (BNSF) Railroad Company is continuing work on the replacement of the Danforth railroad crossing through Wednesday. Original estimates were that the work would last through Tuesday.

Once replacement has been completed, City of Edmond crews will move in to do asphalt work that will complete the crossing repairs

City of Edmond officials encourage motorists to find alternate routes during this time and appreciate everyone’s cooperation'

Danforth is being repaved from Coltrane to Sooner.

My uncle lives in the Hunters Creek addition and there are people speeding like maniacs through there running stop signs. The city of Edmond is sure missing out on some revenue.

*Update: The contractor opened the road to thru traffic on 1-17-14. There is one thru lane for both north and south directions. The contractor will now begin removing the old pavement on the east side of Kelly and complete the cross drains before modifing the soil and placing additional asphalt.

Update: Utility companies will begin to relocate thier lines in February 2014 to accomidate the roadway construction.


PS, I really like OKCisOK4Me's idea of this intersection and almost finished with a rendering for it to send to the city just for sh*ts and gigs. Around a zero chance of it happening, but hey, will be interesting to see what they say.

Estimated construction cost is $10,455,267.77. The City has secured 56% Federal funds in the amount of $5,905,800 with 44% of City funds in the amount of $4,549,467.77. The anticipated start date is unknown at this time.

This particular stretch is giving me problems though so I may just use AutoCad or 3dsmax to create just a simple scale model. I like Infrastructure Modeler better though because it is much more realistic by adding the actual stores and mapping imagery. I just can't find any place to download the imagery for these particular coordinates. :/

I have pretty much taught myself on most CAD/BIM packages (Computervision CADDS4X, CV Personal Designer, AutoCAD, Microstation, Revit, 3DStudio/3ds Max) but I did have people to ask questions of when I was stumped.

This project will provide for dual southbound and westbound left turn lanes, a single eastbound, westbound and southbound right turn lane. The entire intersection will be reconstructed in concrete pavement. Signal light modifications will accommodate the changes in lane configurations.

This project is part of the 2000 Sales Tax Improvements. The estimated construction cost is $4,936,296.62. The funding split is 60% Federal funds and 40% City funds. The anticipated start date is summer/fall of 2014.

Update: Utility companies will begin to relocate thier lines in February 2014 to accomidate the roadway construction.


PS, I really like OKCisOK4Me's idea of this intersection and almost finished with a rendering for it to send to the city just for sh*ts and gigs. Around a zero chance of it happening, but hey, will be interesting to see what they say.


That's going to make things fun around that part of town for a while . . .

I've been using Kelly, CCreek to Covell. I keep looking for 25 mph speed limit signs, given the ongoing construction. But it's 40! Doesn't seem to be a problem, though.

Not complaining, just amazed.

I know they were having some major traffic issues on that stretch of 15th, although I've hardly seen any traffic there. They are also doing studies for the development of the lake and as such, were building new service docks and access ramps for the lake.

It's 45 mph for the entire stretch now. And FYI Edmond Police is enforcing the 45 mph speed limit that goes all the way from I-35 to Arcadia (it's usually 55). Pretty ridiculous seeing as the crews aren't there half the time, and only a small portion of the entire road is re-paved yet. The person that I know that got pulled over was told they're enforcing it because of "people not knowing how to handle the uneven lanes in some parts." Just a heads up for everyone.

The area around 33 rd and Air Depot is where the equestian trails are located. There will be another park added in the area and the trail system will be expanded. Not sure what is going on as far as the road work.

They're just doing what cops like to do around here - picking the low-hanging fruit and enhancing city revenue. They may be trying to look out for public safety, but I've seen too many construction speed limit signs stay up weeks past the end of construction (yes, the complete end of the construction) and cops enforcing that speed limit to believe that public safety is paramount in their minds. I've seen this happen in multiple places in OKC, maybe Edmond cops are different than OKC cops, though...

It's all revenue man. People need to slow down around construction workers and show a little respect, but if they any out there, the cops need to go back to their donut shop or something. This coming from someone who thinks it getting time for Edmond to build a substation for their police force to. I was pulled over by a pig for doing 40 in a 25 when Covell was being redone around Kelly and it was on Sunday with no construction workers anywhere to be seen, absolutely ridiculous.

I drove 66 east to Douglas yesterday. No construction ongoing, maybe they were off for lunch, but the 45 speed signs were up and I was the only one doing 50. Everyone passed me.

''Kelly, north of Covell to south of Coffee Creek
The Kelly Avenue parkway road construction project will begin Wednesday, July 17, 2013. The Kelly Avenue widening will start approximately 1000 feet north of Covell and will continue north to a point 350 feet south of Coffee Creek. The street will be widened to provide a four-lane divided roadway with left turns at all public streets. There will be a new traffic signal light at Kelly and Prairie Village Drive which will also serve as an additional access point into Mitch Park, Mathis Skate Park, and Cheyenne Middle School. The project also includes street lighting and landscaping. There will be 5 foot wide sidewalks on both sides of Kelly.

The first phase of the project is to construct a new bridge just south of Coffee Creek adjacent to the Coffee Creek Golf Course. This will require the closing of Kelly Avenue to through traffic. Local traffic will have access to Hunters Pointe, Hunters Creek, Prairie Village and Coffee Creek Additions from the south end of the project via Covell, while the Villas at Hunters Creek Addition and the Coffee Creek Golf Course will have access from the north end of the project via Coffee Creek. It is anticipated that phase one will require 125 days to complete at which time the road will re-open to through traffic while work on the rest of Kelly will proceed. Formal detour route signs will be posted.

The Oklahoma Department on Transportation (ODOT) awarded the project to Duit Construction Company of Edmond in the amount of $5,934,304. Project funding is 80% federal funds and 20% city funds. ODOT will administer and inspect the project. Edmond will have personnel available on the job site as necessary. The total project duration is 250 calendar days.

Periodic lane closures may be necessary for some of the construction activity. Motorists are advised to use extreme caution and obey traffic signs and flagmen while traveling through the work zone as workers and equipment will be present''

Lane Closure on Boulevard for Water Line Improvements

Work to upgrade waterlines in a two block section of Boulevard is slated to begin today, Tuesday, April 15 and reopening no later than Tuesday, April 22.

The affected area is the South bound curb lane of Boulevard between 7th & 9th Streets. Crews will be making the final tie in of the new water line into the existing water line. Crews will also be replacing the sidewalk along Boulevard from 8th & 9th Street. The road will remain open during this time, but motorists should expect traffic to be reduced to one lane during most of the project.

This work is being done as part of the Capital View Waterline Improvements Project. Continental Construction is the contractor performing this work. The total cost of this project is $1,136,059.08.

Funding for road projects will be a major part of any future capital discussion, but cost of road projects is not listed in the $143.6 million figure.

EDMOND — City Engineer Steve Manek has been receiving a lot of emails complaining about Covell Road intersecting with Santa Fe and Bryant Avenues. There are currently no design plans to improve these intersections.

Manek briefed the Edmond City Council recently about unfunded city road and signalization improvements that are needed to improve traffic flow and efficiency. More than $38 million of projects comprised Manek’s prepared list of items that could take the city 10 years to implement.

“We have the long-term solution — the Covell Parkway — building the four lanes divided, the left-turn lanes, right-turn lanes, everything that’s needed,” Manek said.

He identified a $3 million temporary improvement at the intersections would add four designated left-turn lanes at each intersection. The city faces rights-of-way challenges with utilities at each place, Manek added.

Councilwoman Victoria Caldwell asked how much the permanent fix to the intersections would cost.

“With the permanent fix at Santa Fe, you’re basically taking out all of the structures,” Manek said. “So, it’s probably in the $6 million to $8 million range.”

The Bryant intersection would probably be less expensive due to smaller drainage structures he said.

A funding source to pay for these infrastructure improvements has not been determined for the $143.6 million worth of city projects identified by departments, said Larry Stevens, city manager.

There are concerns that the 2000 Capital Improvement 3/4-cent sales tax will not provide adequate funding for major capital projects, Stevens said. Bond issues used to fund projects from the 2000 tax were issued in $20 million increments and will be paid out in 2021, Stevens said.

A $500,000 road widening project with Edmond Public Schools is anticipated for Sorghum Mill going east of Broadway where a new elementary school will be constructed.

“Once that school is up and running, I guarantee the traffic is going to start backing up,” Manek said. Code requires the schools to widen the frontage next to them, but the city could do some of the work for the schools, he continued.

“Anything we could do to facilitate traffic in front of them is going to benefit them,” Manek said.

Widening of the road could include providing a left-turn lane along the frontage of the school. Intersection improvements may be necessary at Sorghum and Broadway. Manek said he plans to contact the county for assistance.

Another public school related project will be at Pennsylvania and Covell for $500,000. This will be the vicinity of where a new elementary school and middle school will be constructed in 2015, he said.

“Oklahoma City in the year of 2016 has a road-widening project coming up at our city limits,” Manek said. “It would be a good opportunity again to partner with another entity to carry those widenings through.”

In the interim, Manek said his department sees the need for three lanes with a turn lane in the middle. Turn lanes at the intersection could move in all directions, Manek said.

Improvements at Air Depot and Covell are not included in current design plans. Manek foresees a $7 million road-widening and signalization project that is needed in preparation for Edmond’s fourth high school that is planned to open in seven years.

“This is a large project that we need to get under design,” Manek said.

Widening would likely occur one half mile south of Covell on Air Depot and at least one third mile east of Air Depot on Covell, Manek said.

Also, additional turn lanes on Boulevard are needed to offset traffic congestion occurring at Boulevard and Second Street. This project is anticipated to cost $2 million, Manek said. The intersection continues to increase in traffic volume, he explained. The money would pay for relocating utilities and a design fee.

“There’s no right-of-way to be acquired,” Manek said. “We know we can get this in the ACOG cue at some point.”

There is not a cost estimate for developing the frontage road along Interstate 35. Current frontage roads are not adequate for the volume of traffic expected with future developments, Manek said. Improvements are also needed at the interchanges, he said.

Southbound traffic on I-35 and Second Street backs up almost out to the three interstate lanes from 7-10:30 a.m., Manek said. Traffic begins backing up for northbound traffic at I-35 and 15th Street from 4:30-5 p.m. to 6 p.m., Manek said.

The most expensive project will be finishing a 2.5-mile section of Covell Parkway from Boulevard east to the Fairfax Business Park, Manek said. The $25 million project is under design, he said.

Stevens said the city is wrestling with the idea of having to fund certain road projects on its own. Some road sections need to be improved without delays caused by years of discussion.

The federal government must re-authorize a transportation bill to keep federal funds coming, Manek said. More than 30 member cities of ACOG compete for limited federal dollars, Manek said.
