Is there a specific provison in Oklahoma that prohibits a package store from offering "delivery" of a purchase to a home or office address?

I forget the exact citation, but yes, there is. I found that out about a year ago when I was trying to order some gin from a small distillery in Oregon. If the shipper is ignorant of the law you might be able to get around it, though. I had a buddy get some wine shipped to him from a vineyard in California a few years back.

The proponents say IT'S FOR THE CHILDREN but the real reason it is nothing more than another scheme by existing entities using regulations to restrict competition.

My sister and brother-in-law (OKCers) go to Napa and Sonoma every year and have their purchases shipped to me (Arlington, TX) because OK won't allow it.

I believe, though, that the OP was asking if Pancho's or Byron's or other retail liquor stores (remember the red arrowhead?) couldn't home deliver.
