This is an interesting interactive article showing how the coaches who vote cast their final ballots.

Surprisingly, OU ex-coach, Howard S, had OU higher than most.

Why do Bob Stoops and Mike Gundy not vote in it?

There are a limited number of coaches that vote in it, typically there are some coaches dropped off and new ones picked up every year so there is some rotation of voters. Stoops gave his vote up a few years back when there was controversy about how some coaches voted for other teams. Some seemed to purposefully vote a team that might jump them (or had an affiliation with) lower than the majority and that caused some issues.

And it's well known that most coaches don't actually do the voting themselves, anyway. They assign that task to someone else in the athletic department. There really isn't much insentive for a coach to vote unless he is either really dedicated or wants to influence the results in some way to help himself. There seem to fewer controversial votes this year than usual, however.
