I was reading the ballot and online information regarding the ordinance and they both mention that we will be declaring an emergency to get this done.

Why do we need to declare an emergency?

What else can possibly happen when the city declares an emergency?

Did we have to declare an emergency to pass any of the other MAPS?

Under state law, a bill doesn't go into effect immediately unless an emergency is declared. This is pretty much standard boilerplate.
