It appears Rick Dowell is finally starting his "streetscaping" project on NW 5th in front of his parking lot between Walker and Dewey. He also owns the old hotel across the street that is leased out to office tenants, but also owns the vacant lot directly west of it which he intends to turn into housing. I drove by the last few days and it appears the landscaping to "hide" the parking lot is starting.
