Of course people who refuse vaccine are going to pay more, instead of giving people who are vaccinated a discount. Only take, never give.

Germany is taking the approach that you need to be either vaccinated, recovered, or tested in order to participate in many activities when spread is high (eating in restaurants, entering shops, going to concerts, etc). So far all testing has been free, similar to here. But they have done the math that by September, everyone who wanted to be vaccinated had an opportunity to be vaccinated, and after that point testing costs will no longer be covered. Their stance is why should everybody have to pay for you to get tested, when they are already paying for your vaccine (people who can’t get vaccinated for medical reasons are excluded). So if you don’t want the vaccine, you have the freedom to continue testing a few times a week in order to participate in society, at your own expense of course.
