Railroad Crossing - Newcastle Road & MacArthur

Posting a quick question here since I’ve got nothing but time while I’m sitting here. There is a short train (2 engines, 12 trailers(?)) that’s just been going back and forth for the past 20 minutes. It didn’t move at all for 5 minutes, and then for 20 minutes it is found backwards until the engines are in the intersection and stop, then pull forward until the last cart is in the intersection, then back back up until the engine is back in the intersection. It has done that 5 times so far, and this is the second time I’ve been stuck here this month with the same issue.

Any idea what is happening here?

There is a siding, and an industrial feed just to the west of MacArthur. The train crew is most likely switching cars in and out of the siding or working cars in and out of the industrial area, or both.
