Construction on west side of Lake Overholser

Does anybody know what they are building on the west side of Lake Overholser north of 23rd street? They have roads graded out and a couple of what look to be small wooden bridges. Hadn't been through there in some time till the other day and happened to notice it.

That sounds like it might be Route 66 park.
