Work on East side of I-35 Oklahoma River Bridge

Anyone know what they're building across the river just off the I-35 Northbound right before the Dallas Junction? Almost looks like they're putting in a bridge across the river, but it's quite a bit lower than the I-35 bridge. Maybe a pipeline bridge?

I thought the plan was to extend the River Trails in the direction of the AICCM. So Id say it is either pedestrian or a pipeline crossing as you figure.

I think that is due to them draining the river for the canal extension.

They are putting in a huge drainage line. I drive by there before 7:00 am during the week and they are down there working. At the same time, they are putting in the extension off the river for the river boats to turn around near the end of the canal.

They definitely coordinated the two projects together.
