Can someone explain how this will work on the vehicles with expired paper tags that the OKCPD routinely ignores ?

I’m amazed at the number of expired vehicle temporary paper tags that I see
on a daily basis. How is this going unnoticed by the OKCPD ?
They have really stepped up the issuance of speeding tickets...
