So one thing that could be better, and there are lots of ways to accomplish this, is to get more people to attend who
don't have dogs! There were so many dogs there that needed homes and it seems like a pity to have so few potential adopters in attendance. A couple of ideas on how to make this happen. Have two events held simultaneously and in close proximity - one that isn't aimed at pet owners. For example, a boyscout troop picnic and wolfstock together would probably work well. If you held the event when the pool was open....
Although my wife wanted to do the 5k run, it really seemed to be disconnected from the event. There weren't very many runners and it started and ended on the other side of the park. The 5k should continue to be part of the event but it needs to be publicized more. A recent 5k in OKC attracted hundred of people. Maybe publicize the events separately but co-locate them. Invite the organizers of one of the existing 5ks to hold one in Mustang.
Mustang is a fair drive (longer than I thought) from OKC, so you might want to offer prizes or find ways to motivate people into attendance. Because there are a number of other dog festivals lines up the summer, and festival fatigue sets in, it will be a good idea to have it early in the season again.
I can't remember, were there food and drink vendors? It might be easier to get them next year given that you know roughly the number of people that you can draw to the event.
