I will honk if said person has their right-turn blinker turned on and they are just sitting there waiting for an engraved invitation to turn.

First off That is a straight through lane not a dedicated turn lane and so no people do not have to pull into the center lane so that people who are turning right can turn right they can just wait there turn then turn. as to your second point of interest with the person with there right turn signal on and you honking at them all that does to me is make me wait that much longer before i turn. If i am in the right hand lane turning right with my signal on i will turn right when I feel it is safest to do so, that is MY decision not the person behind me desision of when I should turn.
