  • 4-level mixed use project proposed for lower Western Avenue

    It took developer Shyon Keoppel two years to assemble the property at NW 13th & Western, and now he is set to start work on an ambitious mixed-use project on that site.



    Dubbed 13 Chelsea, plans submitted to the Planning Commission call for two buildings: A large 4-level structure and a l-level building to the south.

    The design by Richrad Brown Architects is likely to change a bit for the southern building as leasing efforts advance.



    The larger building will feature a penthouse-level restaurant and/or bar space with a terrace which would provide commanding views of the skyline to the southeast.

    The rest of the development would be leased to a variety of commerical tenants as negotiations are on-going.



    Pending approvals, Keoppel hopes to break ground in the 2nd or 3rd quarter of this year.

    He also owns the two properties immediately to the south.


    1215 N. Western has been remodeled and is currently seeking a tenant.

    The old Beauty's Cafe at 1101 NW 11th is presently being remodeled for a bar and restaurant concept called the Rabbit Hole headed by James Vu of La Brasa and Kong's Tavern.
