Again, you need to look at metro numbers. According to the US Census Bureau, as of 2007:
Tulsa metro:
Median HH Income: $43,749
Mean HH Income: $59,075

OKC Metro:

Per Capita Income: $24,075
(and, btw, not sure where you got your numbers, but they don't agree with the Census Bureau's city numbers either)
