Basically this is what he is doing. He is starting up a company that promotes and advertises the local business shops. Why? So they can have a place in the advertising market along with big name companies at little or no cost to the business owner. Obviously it's a business, and a start up. If you're business receives more coupons from his flyer than the paper, than obviously his marketing strategies are working. And guess what, it didn't cost you a dime, unlike the paper, that you PAID to advertise in.
