Hmmm. And one could argue that were
you thinking about others,
you would pull into the left/center lane so as to allow those others to turn on right after red.
I find it personally annoying, but don't honk or throw out rude gestures because of it.
I will honk if said person has their right-turn blinker turned on and they are just sitting there waiting for an engraved invitation to turn.
