Signing statements carry no power of law, all they are meant to do is to allow a president explain how his executive branch is going to go about enforcing such a law. So again this just re-enforces the question of how a president will run his branch of government. Executive Orders only apply to his branch of government. As far as secret memo's go, I think when things like that are going on we have a lot more serious a problem on our hands than what we are admitting and probably someone needs to go to jail.
